12-Inch Water Main Project

We have been working with Palm Beach County Water Utilities (WUD), Palm Beach County Road and Bridge (RB), Lake Worth Drainage District (LWDD), a property owner along Lawrence Road, and AECOM to find a location mostly within the Lawrence Road right-of-way for this new pipeline; working against a deadline to get and spend the $125,000 CDBG Grant dollars being offered by Palm Beach County Housing and Economic Sustainability (HES) before October 1, 2021.  WUD, RB, AECOM and Town staff met face to face and resolved several major challenges.  LWDD offered some options to reduce costs.  WUD has agreed to bid, award, and carry the construction contract for the project.  AECOM will design, permit, and provide construction inspection services, and HES manage the federal grant administration.  Lake Clarke Shores will be required to sign a funding agreement with Palm Beach County to pay for whatever portion of the bid costs are not covered by the CDBG grant monies.  We originally thought this project would cost $525,000. We will get a new opinion of costs after the parties agree on alignment and AECOM finishes the design.  Staff is grateful for the assistance and cooperation of all the County’s Departments in helping move this project forward.  Most of this work is occurring on the west side of Lawrence Road, south of Lantana Rd.  In 2022, RB will be widening Lawrence Road as they have planned for FL Mango.  During that work, Lake Clarke Shores will be required to abandon several existing pipes and then reconnect our existing system to this new 12-inch line.  All parties understand the sequencing and need for timely completion of the 12-inch line.  We will have additional costs for capital improvements when Lawrence Road is widened in 2022.

 

Garbage Carts and Cart Program Roll Out

We are working on a draft Waste Management Contract.  The contract requires us to move to automated collection which means every home must have a standard cart.  The carts will be owned by the Town. Several policies will be needed to help us manage our carts including cart maintenance, cart replacement, and multiple carts policies. Our Code of Ordinances will have to change to match the Waste Management Contract.  WM and other municipalities recommend that we issue every home a 96-gallon cart., ask our residents to use this cart for 60 days, and then if they want to go smaller (63-gallon or 35-gallon), we will switch with them.  We can choose the colors. After several discussions with staff and other municipalities, it is the Town Managers' recommendation that we get tree-trunk-brown carts with green tops.  This is a color choice none of our neighbors are using and won’t stand out like Palm Beach Shores’ pink ones.  Each cart will be labeled with the Town logo and a unique serial number.  These are rugged commercial carts and will be the only ones picked up by Waste Management.  Waste Management will help with educating the public on carts, the cart change-out process, timing, and cart implementation.  The assembly of the carts and the disbursement of the carts will be the responsibility of the Town.

 

PBA Collective Bargaining Agreement with the LCS Police Department Officers and Sergeants

The Officers and Sergeants have approved a new three-year contract.  The Town Council is being asked to approve the agreement on August 11th at the Town Council Meeting.  I’m being told the vote was 5 votes in favor of the agreement and 1 vote opposed.  The Town Manager is recommending the Town Council sign the agreement.

 

2020 Budget

Nolan Holt and Minor is working with staff to recommend a budget adjustment for 2020 at the first meeting in September.  Several items like the 2019 Series loans have never been incorporated into the current budget.
