Additional Updates

2020 Census Self-Response Rankings

The Town of Lake Clarke Shores is second in the State of Florida for responsiveness.  We have a 76.2% response rate placing us just behind Cooper City.  If we could get an additional 25 five households to respond we could take over the lead.  Using appropriate social distancing and masking, ask your neighbors if they have completed the census or if they need help.  If they need help have them call Town Hall and we will try to get them some assistance.  Why is this important, as we stand now, we will miss out on approximately $1,320,000 of aid to seniors, schools, and other federally funded programs.  We also will likely be underrepresented in Washington and Tallahassee when it comes to voting.

JonesEdmunds

We have reached an agreement on the Master Services Agreement with JonesEdmunds.  Approval of the MSA is on the consent agenda for the June Town Council Meeting.  We are currently reviewing Task Order Assignments for a system-wide rate sufficiency study, a limited review of the 2019 Master Plan (specifically, the location of the Master Vacuum Station), and assistance with some of the CARES CDBG grant applications.

New Utility Administration Building

The Town will need to do a site plan modification to add a new building to the water plant site.  Since the site is in unincorporated Palm Beach County, we have engaged Dodi Glas with Gentile, Glas, O’Mahoney, and Holloway to help us go through the site planning process.  Ms. Glas helped us with this process for the new storage building in 2015.  The Town has also asked Engenuity Group to assist with a site survey and coordination with a building contractor.  We are looking to do a design/build project rather than the traditional design/bid/build project to save some costs.

Maralago Cay

Damon Gammons has been working with an Engineering firm representing Maralago Cay on Lawrence Road.  A number of years ago, they approached us about supplying water to their service area.  We budgeted but never built a 12-inch water main for the facility.  Now they want to resurrect the conversation with a new twist; they will build a new water distribution system within Maralago Cay to our specifications and then give it to us.  We add 620 new water accounts to our system.  This will require a Developer Agreement between the Town and the Owner.  We currently have water capacity and they are already a bulk sewer customer so no new agreements are required from Lake Worth (sewer) or Palm Beach County (water).  We anticipate an agreement similar to the DR Horton Developer agreement where the Town will minimize some of our fees in exchange for a bill-of-sale and ownership of the new facilities when complete.

Waste Management

After several pointed and challenging discussions with Waste Management, it seems as though we can move forward with a negotiated renewal agreement for continued service.  We are looking for an amended and restated agreement within the next 2 weeks.

2021 Budget

We are beginning the 2021 Budget to be presented to the Town Council in July.  We have preliminary information from the Property Appraiser that our assessed valuation increased a little over 4%.  Revenues will be off an estimated 18%.
