RFP for LCS Wastewater Service Area

We received five responses to our Request for Proposal (Keshavarz & Associates, Holtz Consulting Engineers, AECOM, JonesEdmunds, Chen Moore & Associates). The Town Evaluation Committee met March 19th and evaluated the proposals. The evaluations were tallied and the top three firms were Chen Moore & Associates, AECOM and JonesEdmunds. The original RFP said there would be interviews with each of the shortlisted firms. Because of the current crisis and the difficulties associated with having meetings, even virtual ones, we decided to forgo any presentations. The highest ranked firm is JonesEdmunds. Staff is asking the Town Council to affirm the Town Evaluation Committee’s work and direct staff to negotiate an agreement with JonesEdmunds.

 

Grants

There are a variety of grant opportunities associated with recent disasters. Town staff will be applying for:

CDBG-Hardening dollars for the new Utility Admin Building - Town Budget $396,000;
CDBG-Hardening for the new EOC - Town Budget $0;
CDBG-MID monies for a 12 waterline - Town Budget $525,000; and
TPA Planning monies for the Pine Tree Bridge replacement - Town Budget $850,000.

We will be coordinating with Palm Beach County on all these projects. Eliza is assisting with the grant applications along with Keith Jackson (Engenuity) and Dodi Glass (G2HO).

 

Business status

The Police Department has been working normal shifts, contacts are down, and the marine unit is on the water one day per week. Code Enforcement has been reminding residents that this is a good time to address issues they may have at their homes.
The Building Department has been processing building permit applications and our inspectors continue with construction inspections.
The Utility Department has been working, rotating shifts in the field. In the office, we have developed our GIS mapping capabilities, expanded our asset management program, filed and published our water quality reports, updated certifications, and completed training for safety and technical abilities.
The Administration Department has been tracking FEMA reimbursable expenses, developing policies pertaining to the current crisis, updating and modifying existing policies, tracking grants, negotiating insurance updates, estimating 2021 budget impacts and beginning the budget process, implementing PBC and Governor Orders. We have worked 53 days straight with other emergency managers and County EOC staff on openings, closing, feeding the public, and non-congregate housing.

 

2020 Drought

The South Florida Water Management District has identified a serious drought condition currently exists in our County. The lake is low because of the drought. SFWMD is asking our area to go to voluntary 2-day per week watering schedules. The Town has adjusted its irrigation schedules. The drought has not affected drinking water supplies and it is important to continue to follow CDC guidelines for washing your hands and faces.
