Palm Beach Community Traffic Safety Team

We attended our first Palm Beach County Community Traffic Safety Team Meeting held by the Florida Department of Transportation at the Palm Beach County Operations Center on Forest Hill Boulevard.  The Team is made up of all the Municipalities, the County and state agencies working in Palm Beach County on or around state roads.  Keith Jackson and I  attended, he asked that they look into the number of accidents at Forest Hill Blvd and Pine Tree Lane.  He suggested the addition of a strobe when the red light comes on to help decrease accidents.  They will look into it.

 

OIG Concurrence

We sent an email to the Office of the Inspector General requesting concurrence to a loan repayment plan for the Pine Tree Bridge.  We received an email back telling us he could find no fault with our approach.  The debt service payments for the $1.3M loan for the Pine Tree Bridge Replacement Project will come from three separate line items in the Budget.  Part of the payment will come from Administration and Clerk – Debt Service, part from Road and Street - Bridge Improvements (State Gas Tax Revenue), and the last part will come from the Infrastructure Surtax Fund – Bridge Improvements.

 

League of Cities Cyber Security Committee

Representative Lois Frankel held a Cyber Security Roundtable in Palm Beach County.  She provided a federal perspective and offered some assistance.  Several levels of expertise were represented at the meeting. Congresswoman Frankel suggested the PBC LoC create a Cyber Security Subcommittee within the Technology Committee.  I have been asked to participate in the Subcommittee.  The first meeting is November 12th at 9 AM.  I have resigned my seat on the PBC LoC Fire Committee.

 

Annexation Update

Our local bill is moving through the process with good support and guidance from Representative Silvers office, the Delegation office and Mr. Pinsky.  Also the statewide annexation bill is about ready to go to bill drafting.  This bill is similar to last years with some good and well thought out revisions to the property rights clauses, the enclave clauses and the maintenance of service rights clause.  It should have the support of Fire/Rescue and we will be working it through the committees as soon as it leaves bill drafting.  David Sigerson, lobbyist for Pembroke Park is taking the lead on that Bill.

 

Flood Plain Management Community Assistance Visits (FPM Audit)

We had a day long workshop put on by the State Flood Plain Management Department on October 15th followed by an audit of our policy and procedures on October 17th.  We passed the audit; however, they want some additional detail/language added to our agreement with Hy-Byrd to ensure they know their role in enforcing our Flood Plain Management Ordinance when reviewing plans for remodel or new construction permits especially when it comes to approving remodel projects for properties in the flood plain.  We are working with Hy-Byrd on the changes.
