Fleet lease program initiated

We have signed the lease agreements with Enterprise.  The vehicles and add-ons have been ordered. The graphics have been approved.  We are expecting the orders to be delayed because of the UAW strike at GM.  No delivery date has been set.

 

Resumes for the Vacant Town Council Seat

At the last Town Council meeting, staff was asked to solicit resumes from people interested in filling the seat vacated by Council Member John Studdard.  We received three resumes: Trent Swift, Bill Murphy, and Tim Daughtry.  The three resumes and associated letters of interest are attached.  Please let me know what you would like to do as the next step.

 

FL Mango Construction

Construction to widen FL Mango Phase 1 (10th Ave. to Gregory Rd) has been delayed.  They are still in the utility coordination phase.  As part of this construction effort, we asked for and received a draft Interlocal Agreement with Palm Beach County.  The ILA addressed local road damage and will eliminate our need to pay surety on future County roadway work.  The agreement will be available for approval in November.  The anticipated construction start date for FL Mango Phase 1 is unknown at this time, but is expected in October 2020.

 

Speed Table vs. Speed Hump

As part of the north end FY 2019 paving project, 2 speed humps have been removed.  With the assistance of Engenuity, we have chosen to replace the hump with a new refined speed table.  The table is a FDOT approved design for speed control.  It is not as steep or severe as a hump, controls traffic to 20 mph, and does not restrict water/swale flows as did the hump.    We will assess performance on the speed tables before we replace the other humps.

 

2019 Series Loans

This month’s Town Council Agenda includes discussion of two new bank loans for new Town projects. 

  • The first loan, called the CB&A, will include borrowing $850,000 for the new Pine Tree Bridge Replacement Project. It is beneficial to the Town to include the refinance of the Series 2018 loan for lighting and energy improvements in the new CB&A request for bid since the interest rates are low. Estimated new CB&A loan amount is $1,197,000. 
  • The second loan, called the 2019 Series Utility Loan, is for the design of a septic to sewer project for the Town of Lake Clarke Shores utility customers.  Design costs are estimated at $1.4M.  We received a $300,000 special appropriation from the 2019 Legislature and are borrowing $1M to finish the design.  We are also planning to refinance the 2016 Series and the 2018 Series loans.  Total borrowed amount for the 2019 Series Utility Loan will be $2,775,000.
