COVID Pop-up Testing

On September 9, the PBC Health Department Mobile Test Van will be in the parking lot of Town Hall.  PBC DEM offered the van because Lake Clarke Shores Census Tract 43 (all of LCS plus a few County residents) are in one of the highest categories for the number of new positive tests.  We seem to be a hot spot.  These are reported new cases that actually reflect what’s happening in Lake Clarke Shores.  It’s important that we take this new data seriously, that we wear masks and follow CDC guidance for social distancing.  It’s the staff’s recommendation that we not open the park playground equipment areas until the weekly Health Department reports show improvement in our Census Tract.

 

Florida DEP Protecting Florida Together

DEP has sent notices that they are looking for “shovel-ready projects” to begin to implement the Water Quality Grants Program.  We submitted Phase 3 of the LCS Commercial sewer project designed in 2015.  The project includes the construction of gravity sewer to the east of the Forest Hill Plaza to incorporate the multi-family housing along Carissa Rd.  This submittal to DEP is the first step in the grant process.  We are being told DEP wants to see how many and how costly the current: “shovel-ready projects” are.  We’re not sure what the next steps are or when DEP will decide who moves forward.

 

12-Inch Lawrence Road Water Main Project

The Palm Beach County Board of County Commissioners has approved the $125,000 CDBG Grant for the Town’s 12-inch water main project.  Funds must be spent by October 1, 2021.  The Town’s Utility Engineer, AECOM, will finish the design and secure permits from several agencies.  The PBC Water Utility Department will bid, award and manage the construction contract for the Town.  Lake Clarke Shores will be required to sign a funding agreement with Palm Beach County to pay for whatever portion of the bid costs are not covered by the CDBG grant monies.  We originally thought this project would cost $525,000. We will get a new opinion of costs after the parties agree on alignment and AECOM finishes the design.  Staff is grateful for the assistance and cooperation of all County Departments in helping move this project forward.  Most of this work is occurring on the west side of Lawrence Road, south of Lantana Rd.  In 2022, PBC Road and Bridge will be widening Lawrence Road like they have planned for FL Mango.  During that work, Lake Clarke Shores will be required to abandon several existing pipes and then reconnect our existing system to this new 12-inch line.  All parties understand the sequencing and need for timely completion of the 12-inch line.  We will have additional costs for capital improvements when Lawrence Road is widened in 2022.

 

Waste Management and Garbage Carts Program Roll Out

We are recommending the approval of a Waste Management Contract.  The contract requires us to move to an automated collection which means every home must have a standard garbage cart.  The carts will be owned by the Town. Several policies will be needed to help us manage our carts including cart maintenance, cart replacement, and multiple carts policies. Our Code of Ordinances will have to change to match the Waste Management Contract.  Staff recommends we hire a third party to assemble and distribute the new carts.  We will be getting approximately 1500 96-gallon carts, 108 65-gallon carts, and 20 35-gallon carts for distribution.  Upon approval of the WM contract by the Town Council, the cart order will be placed.  Each cart will be labeled with the Town logo and a unique serial number.  These are rugged commercial carts and will be the only ones picked up by Waste Management.  Waste Management will help with educating the public on carts, the cart change-out process, timing, and cart implementation.

 

PBA Collective Bargaining Agreement with the LCS Police Department Officers and Sergeants

The Officers and Sergeants have approved a new three-year contract.  The vote was 5 votes in favor of the agreement and 1 vote opposed.  The Town Council was asked to approve the agreement on August 11th at the Town Council Meeting.  The Town Manager is recommending that the Town Council sign the agreement.

 

6900 West Lake Drive

No action is proposed at this time.  We have hired Dodi Glass with Gentile, Glass, Holloway & O’Mahoney (G2HO) to assist us by creating a description of the path the Town must take to rezone the parcel.  The staff has received a market study stating the parcel could be worth $450,000 as a professional office location.  The lot value is probably worth less than $100,000 as a single-family lot.  G2HO understands the Town needs to maximize our potential return on investment and protect the local community. G2HO will help us get from point “A” to point “B”.  Processes that need to be considered include Comprehensive Plan changes that go to IPARC for region-wide review, Local Planning Agency review and approval, and finally Code changes.  Additional information will be available next month.
