2024-2025 CRA Goals and Objectives

The Lake Clarke Shores Community Redevelopment Agency approved the following goals and objectives for fiscal year 2024-2025.

 

Lighting Community Park

The CRA will light up Community Park, north of the pickleball courts. The CRA entered into a contract with ATI for light design and installation on November 6, 2024. The lights and materials were ordered in mid-November. Installation is dependent on the delivery of the lights and materials which is expected in February 2025 (Updated on 01/28/2025). The light poles were installed in March. The backordered light fixtures should be installed in April. (Updated on 04/17/2025) The project was completed in May when light fixtures were installed. Master Plan for Memorial Park, Pine Tree Park and North Park

The CRA will contract with a consultant and work on a Master Plan for Memorial Park, Pine Tree Park and North Park. The CRA entered into a professional services agreement with Cotleur & Hearing on November 20, 2024 for Memorial Park, Pine Tree Park and North Park Master Plan. The firm met with CRA staff in December to gather information and suggestions. The firm presented their initial findings during the January CRA meeting. The firm is now working on a survey to gather resident input on the parks (Updated on 01/28/2025). The firm presented the survey results during the March CRA meeting. The firm is working on two conceptual drawings for residents’ input (Updated on 04/17/2025). The firm created two conceptual drawings and launched a second survey in June in collaboration with the Town’s public relations consultant. The survey was promoted through postcards, sponsored social media posts, email blasts, and the creation of a website specifically for the parks. The firm presented the results of the second survey during the July CRA meeting. The Town Council approved the Master Plan during the September CRA meeting. (Updated on 11/20/2025)

 

Hiring a Consultant

The CRA will research whether it is beneficial for the CRA to hire a consultant to work with staff on redevelopment matters (Updated on 01/28/2025). No new update as of 04/17/2025.CRA staff researched whether it would be beneficial for the CRA to hire a consultant. Staff believes that contracting with a consultant is beneficial for the following reasons:

  • Expertise: The consultant brings specialized experience in CRA project management and redevelopment that is not currently available within the CRA’s limited staff.
  • Capacity: The CRA does not have dedicated staff to manage the volume and scope of outreach, analysis, and implementation tasks identified in the CRA Plan.
  • Efficiency: A consultant can focus on time-sensitive tasks and project coordination without overburdening existing CRA personnel, enabling staff to continue providing core CRA and municipal services.
  • Professional Representation: Having an experienced representative attend trade shows, coordinate with developers, and interface with stakeholders enhances the CRA’s professional presence and credibility.

CRA staff met with consulting firm It’s About Place, LLC. The firm proposed to support communication with property owners, coordinate redevelopment opportunities, and provide general CRA implementation assistance. During the CRA Commission Meeting in September, staff updated the Commissioners regarding the relocation of the consulting firm and postponed considerations to hire a consultant.
